TACLB’s 2023 Highlights: New Board Member, Bias, Online Tools, Legislative Changes, and More

2024 marks 33 years of the Texas Appraiser Licensing and Certification Board (TALCB) and its work to safeguard consumers in real property appraisal services. As that new chapter soon opens, here are some highlights from the Board’s efforts during the last 12 months.

TALCB’s Mentorship Program

This year kicked off with the Board approving a new process for appointing new TALCB Mentors yearly. TALCB Mentors work one-on-one with appraisers required to complete remedial education.

Appointees officially confirmed to the Texas Appraiser Licensing & Certification Board

The Texas Appraiser Licensing & Certification Board (TALCB) is pleased to welcome John H. Eichelberger, III as a new member, and the reappointment of Rolando Castro. Both were confirmed by the Texas Senate on April 26, 2023. Texas Governor Greg Abbott appointed them with terms set to expire on January 31, 2029.

Rolando Castro

of Cypress, Texas is a director at Cushman & Wakefield, a real estate company. He is also an MAI-designated member of the Appraisal Institute.

What is the TALCB Mentorship Program?

Texas Appraiser Licensing and Certification Board Mentors are an essential component in ensuring appraiser competency. Mentors are licensed appraisers who have 10 or more years of experience, no disciplinary history, and are certified Uniform Standards of Professional Appraisal Practice (USPAP) instructors or approved instructors for other recognizable appraiser designations.

Member Mission Moment with Mark McAnally

The Texas Appraiser Licensing and Certification Board opens each meeting with a “mission moment,” where one Board member reflects on what it means to them to be a part of the Board or shares their motivation.  At the November meeting, Mark McAnally shared his thoughts on TALCB, recalling his years of experience on the Board:

TALCB Complaint Portal Launched

The Texas Appraiser Licensing and Certification Board (TALCB) is pleased to announce the launch of the TALCB complaint portal. This simple-to-use tool allows consumers to file complaints directly on the TALCB website.  It also allows consumers to check the status of their complaints online.  In addition, it integrates backend efficiencies for staff, which decreases complaint processing times.  The complaint portal is located on the Filing a Complaint page of the TALCB website.

From the Commissioner - July 2021

Greetings to each of you.  I hope you were able to celebrate Independence Day earlier this month with your friends and family and had a wonderful time doing so.

Appraiser Evaluations Bill

During the 87th Texas Legislative Session this spring, the appraiser “evaluations bill” or HB 2533 was passed. This bill could impact the way some appraisers conduct their work. The Board and staff are currently working on a full overview of the bill and guidelines for license holders. This bill had an effective date of June 14, 2021, more to come soon.

Member Mission Moment with Clayton Black

At the May Board meeting, Public member Claton Black shared his thoughts on his time with the Board and the Board's mission. His "Mission Moment" is below:

Fifteen years ago, I moved back to Texas. I wanted to be a part of the community and get involved at the local and state level. I applied for leadership roles in my area and also at the state level. I was fortunate enough to be appointed to the Texas Appraiser Licensing and Certification Board eight years ago. I now have two years left serving with this fantastic group of public servants.

From the Commissioner - May 2021

Happy May to each of you. Later this month, we celebrate Memorial Day., when we will honor those who have given their lives for our country.  As we gather with friends and family to kick off summer, I encourage each of you to take a moment to solemnly consider those who did not return from the battlefield and acknowledge the cost of our freedom.
