This letter was received from the Appraisal Subcommittee in Washington, D.C. on December 18, 2006 after an audit of the Texas Appraiser Licensing and Certification Board conducted in October 2006. Two major areas of concern expressed by the ASC are:
The Board must rescind its policy of accepting continuing education courses on the basis of the courses sponsorship by Appraisal Foundation sponsor organizations.
In response to item 1, this demand from the ASC will be discussed at the February 9, 2007 meeting of the Texas Appraiser Licensing and Certification Board.
The Board needs a substantial reduction in the number of complaint cases more than one year old by Fall 2007. "Should we not see substantial improvement, ASC staff will recommend that the ASC consider initiating a non-recognition proceeding against Texas."
In response to item 2, Chairman Ward has requested emergency funding from the Governor's office and the Legislative Budget Board to enhance the enforcement staff of TALCB for the current fiscal year and for the future. Such assistance is needed to deal effectively with the greatly increased number of complaints filed with TALCB.
