Renewing and Applying Online
The Texas Real Estate Commission and The Texas Appraiser Licensing & Certification Board would like to make several important points about registering for online services, and completing your license renewal, followed by some helpful FAQs on these topics.
- There is a "Registration Help Guide" found on the first page reached after selecting the "My License Online Services" link. Please read it and use it, as not all steps in the process are self-evident.
- To register, click the “Register here” link to set up a User ID at the bottom of the “My License Online Services” homepage. Once you have registered, an email with your temporary password will be sent to your email address of record. You may verify your email address by using the licensee look-up feature on the TREC website at
http://www.trec.state.tx.us/newsandpublic/licenseeLookup/
You may then enter your email address and temporary password and click on the “Log On” button. For step by step instructions, please use the
Registration Help Guide.
If you have already registered and need to renew the license or update your contact information, please enter the email address you registered with
along with your password and click the log on button at
http://www.trec.state.tx.us/onlineservices_status.asp.
If you have forgotten your password, you may click the "Reset Your Password Here" link to obtain a new password.
- Due to the number of license holders who renew online each month, please do not wait until the last 2-3 days of the month to attempt an online renewal..

Certain property tax consulting work by appraisers
Important questions have been raised regarding the authority of the texas appraiser licensing and certification board (the board) over property tax consulting related work done by appraisers licensed or certified by the board. the board has prepared the following frequently asked questions (faqs) to explain the board’s policy.

- The online system is not accepting my temporary
password. What do I do? You may select & copy the temporary password in
the email message you received when you registered, then paste it into the "Online
Services - Login and Registration" web page when you log in. Then, you will be prompted
to create a new password of your own. Keep in mind that we will never send you
the password that you have created, only a temporary password. So write
down your new password once you create it. If you continue to have problems, you
may click the "Reset your password here" link to get another temporary password.
When you log in with it, you will again be prompted to create a new password of
your own.
- If you have received a letter requesting additional
information to complete your application, you must fax the information to the licensing
section at (512) 936-3863 or email it to

- Certified Residential Real Property Appraiser Scope of Practice – What kind of rural property can a Certified Residential Real Property Appraiser appraise?
- Texas Appraiser Licensing and Certification Board Rule, Tex. Admin. Code Rule, 153.8 provides that a certified residential appraiser is qualified to appraise one to four residential units and vacant or unimproved land for which the highest and best use is for one-to-four family purposes. If the rural property is not a one-to-four residential unit or not vacant or unimproved land for which the highest and best use is for one-to-four family purposes, then the certified residential appraiser must not accept the appraisal assignment.
- The determination of highest and best use is very fact specific, with guidance given by USPAP on how to do that analysis. The comment to USPAP Standards Rule 1-3(b) states, “[a]n appraiser must analyze the relevant legal, physical, and economic factors to the extent necessary to support the appraiser’s highest and best use conclusion(s)”.
- The analysis on the highest and best use must include the appraiser’s reasoning in the report and supporting documentation in the workfile. It will be the documented reasoning in the report and workfile which will be the primary basis for TALCB to determine if the certified residential appraiser was qualified to appraise in a particular appraisal assignment.
- If the certified residential appraiser has concerns about whether they are able to accept a particular appraisal assignment, they should consult a certified USPAP instructor or legal counsel before accepting the assignment.

NOTE: General Certified, Residential Certified, State Licensed and Provisionally Licensed Appraisers MUST take the 7-hour National USPAP Update Course. This is an application for renewal and does not automatically renew a certification.

Effective November 1, 2011, the license period for appraiser trainees will change from one year to two years and appraiser trainees may request inactive status.

EXAMINATIONS:
Effective November 1, 2011, Applicants who submit an application must pass the exam within one year of the application filing date. House Bill 2375 prohibits an applicant who has failed the examination three times from retaking it until he or she has completed additional education as required by the Board. The applicant who has failed the exam by one to five points will be required to take 15 hours of additional education. An applicant who has failed the exam by six to ten points will be required to take 30 hours, etc., with a maximum of 60 hours of additional education.

NATIONAL REGISTRY FEE:
Effective January 1, 2012, The National Registry fee will increase to $40/year ($80 per two-year license). The increased fee will be required for all licenses issued on or after January 1, 2012, timely renewals of licenses expiring after December 31, 2011, and all late renewals filed on or after January 1, 2012. This change was initiated by the Appraisal Subcommittee (ASC), as required by Federal law, and all registry fees are forwarded to the ASC.
