Who is Regulated by the TALCB?
The TALCB was created by an act of the Texas Legislature in 1991 to license, certify and regulate real estate appraisers in Texas under state and federal laws.
The TALCB regulates five classifications of appraiser certification and licensure:
- Certified General Real Estate Appraiser
- Certified Residential Real Estate Appraiser
- State Licensed Real Estate Appraiser
- Provisional Licensed Real Estate Appraiser
- and authorized Appraiser Trainee (who must work under the sponsorship and supervision of a state certified appraiser).
Complaints and Enforcement: The TALCB accepts written and signed complaints filed against certified and licensed appraisers or appraiser trainees for violations of the TALCB Act (law), Rules, or the Uniform Standards of Professional Appraisal Practice (USPAP). Anonymous complaints are not accepted. Please see our Complaints area for additional information.
Disciplinary Hearings: Contested cases are heard before the State Office of Administrative Hearings (SOAH), who shall render a proposal for decision, with findings of fact and conclusions of law. All hearings comply with the Administrative Procedures Act (Tex. Govít. Code, §§2001.001 et seq.). TALCB Disciplinary Actions are found in the Complaints area of this web site.
Property Taxes and Other Ad Valorem Issues: The TALCB does NOT have jurisdiction or authority over property taxes, assessments or other ad valorem issues. The local appraisal district should be contacted. The Board of Tax Professional Examiners (512-305-7300) or the Texas Department of Licensing and Regulation - Property Tax Consultants (512-463-5522) also may be of assistance.
