Change in Appraiser Continuing Education (ACE) Requirements for Appraiser Trainees – Appraiser Trainees must now submit 14 classroom hours of ACE for each annual renewal. The 14 hours must include the 7-hour National USPAP Update course every two years.

New Renewal Fees – Process changes have eliminated charges of up to $100 to renew a license or certification after expiration, and renewal fees for late renewals have been established at a rate of 1.5 times the regular fee up to 90 days after expiration and two times the regular fee from 91 days to one year after expiration. To avoid the new fees, be sure to submit your renewal prior to expiration.

Request for Criminal History Evaluation – Appraiser applicants may seek a determination regarding their criminal history prior to filing an application for licensure. Applicants should submit a pdf icon Request for Criminal History Evaluation form and $30 filing fee. Filing the request will allow applicants to obtain determinations as to whether their criminal history will prevent them from obtaining a license or certification prior to the payment of application filing fees. Requests will be processed under the same honesty, integrity, and trustworthiness standards as applications for licensure or certification.

Appraiser Applicants: Please Note – ONLY THE Appraiser Experience Log FORM MAY BE USED BY AN APPLICANT TO SUBMIT APPRAISAL EXPERIENCE FOR THE EXPERIENCE AUDITS. As of July 1, 2008, the Appraisal Subcommittee requires that the appraiser and supervisor identify the areas of participation in the appraisal process for every valuation service or assignment. The Appraisal Experience Affidavit must accompany the Appraiser Experience Log.

Weekly Updates to the ASC for the National Registry- The TALCB now submits weekly updates to the ASC of new and renewing appraisers who are eligible to be listed on the National Registry. This expedites verification of an appraiser’s eligibility to perform appraisals in connection with federally related transactions.

Appraiser Application Fee Increase Effective November 10, 2009 - The TALCB adopted amendments to increase appraiser licensing fees to fund the items provided under Senate Bill 1, 81st Legislature, Regular Session, 2009. Beginning November 10, 2009, the licensing and renewal fees will be as follows:
Certified General Appraiser: $360
Certified Residential Appraiser: $310
State Licensed & Provisional Licensed Appraisers: $285
Appraiser Trainee: $155

Revised Appraiser Application Forms Effective November 10, 2009 - Appraiser application forms have been revised for consistency and to accommodate the increase in fees. Revised forms will be available for use for applications filed or postmarked on or after November 10, 2009.

Emergency Relief Rules For Licensees Impacted by Hurricane Ike - Clint Sayers, Chairman of the Texas Appraiser Licensing and Certification Board, and John Eckstrum, Chairman of the Texas Real Estate Commission, announced jointly that the Board and Commission have adopted emergency rules for licensees who work or live in the 29 counties declared by Governor Perry to be disaster areas as a result of Hurricane Ike. Real estate appraisers, brokers, salespersons, and home inspectors who live in these counties and were impacted by Hurricane Ike will have an additional four months to renew licenses expiring between September 30, 2008, and February 28, 2009. They will have additional time to file renewal applications, pay renewal fees, and complete required continuing education. Also, pending license applicants whose applications expire between September 7, 2008, and February 28, 2009, will be given an additional four months for the successful completion of their required examinations. The emergency rule that applies to real estate appraisers can be found (marked in red as Emergency Rule) on the TALCB Rules page.

Whenever you are considering acquiring insurance coverage of ANY sort, not just health insurance coverage, check with the Texas Department of Insurance to be sure you are dealing with a properly licensed insurance company and not someone who is posing and may be "scamming".

Psychological Services, Inc. (PSI) administers the AQB Uniform State Appraiser Examination for Texas appraisers - Individuals seeking a Texas appraiser license or certification must schedule to take the exam with PSI after all education and application requirements have been met and eligibility has been established. If all requirements have been met, an applicant will receive an eligibility letter from the TALCB with instructions that you may obtain a copy of the Candidate Information Bulletin (CIB) to register for the exam. The CIB will provide instructions on how to make reservations to take the examination and contains study material and instructions about licensing. Obtain the CIB at the PSI website.

Changes in Appraiser Application Procedures - After Oct. 31, 2007, individuals seeking an appraiser license or certification must first submit proof of education along with a pdf iconRequest for Evaluation of Appraiser Education Documents form. Education documents will be reviewed and an education evaluation approval must be made before an appraiser application can be filed.

At its August 18th, 2006 meeting, the Texas Appraiser Licensing and Certification Board voted to adopt an important change in 22 TEX. ADMIN. CODE §153.21(g) affecting appraiser trainees and their sponsors. This amendment became effective on October 12th, 2006.
